In this image you'll see some possible break-outs for government information resources on your real estate web site. You can do it differently, or maybe break out building regulations as a group, with sub-groups by city, county, state, etc.

How you do it isn't as important as getting it into these smaller logical chunks. Then have a page optimized for the search engines with a possible keyword phrase of "Yourtown building codes." You want that site visitor. You just might pick up an investor client this way. They appreciate working with an expert, and your site turning up with the information they need is a great start toward developing this trust.
