The Permalink is the permanent link to a single blog post. Since they're displayed as a list on the home page, you need a link to locate the post as a stand-alone item in the blog. It is the link you would email to someone to view just that post. We're going to change the default setting on this page, and we'll explain it in the detailed page instructions later. The reason is for both visitors and search engines.
